Paradip: The construction of Paradip-Haridaspur railway line has been hit with controversy again with the National Green Tribunal (NGT) stopping the project on the basis of an environmental impact assessment (EIA) report and various alleged irregularities.
Sources said, one Sashibhushan Pattanayak had filed a petition with the NGT citing various irregularities involved in the construction of the project. On the basis of the plaint, a case (No-55/2018) was registered.
At the behest of the NGT, a four-member team was formed to investigate into the allegations. A doctor of the SCB Medical College and
Hospital in Cuttack, two officials of the State Agriculture and Horticulture Departments and one official from the Odisha State Pollution Control Board formed the team.
The team placed its report August 9. The team has mentioned about several irregularities they noticed in the construction of the railway line.
In the report it has been mentioned that land is being excavated without permission from the concerned department. The reports of the tehsildars of areas in Kendrapara district through which the 40-kilometre long line is being laid lack congruity. Necessary assessment as to how agriculture, soil and lifestyle are going to be affected has also not been carried out.
On the basis of this report, the NGT has decided to impose a fine for carrying excavation without permission on the firm involved in the project.
The 40 kilometres long track is incidentally the first railway line in Kendrapara district. It is worth mentioning, the railway line is 81 kilometres long in total and the government has been trying for its completion since 2009.
Controversies and cost escalation in the Railway Budgets has inordinately delayed the project. The Railway Ministry had announced in July that the track will be operational by December 2019. Even a trial run has already been conducted on portions of the track.
Even as the construction work is being carried out on a war footing, the NGT’s recent order will certainly affect the commissioning of the project.

After the Southern Railways received a last-minute sanction of Rs 50 crore to pay off the debts of contractors handling the Onboard House Keeping services (OBHS), it has cancelled the order of suspension of housekeeping services in 86 long-distance trains from September 1. The Hindu reported that the top officials intervened at the last moment and fund was sanctioned.
Yesterday, a letter was again sent to all major railway officials in Palghat, Madurai, Chennai, Salem, Thiruvananthapuram, and Tiruchi divisions by the Southern Railways’ Principal Chief Mechanical Engineer – Shubranshu stating that the order on the withdrawal of housekeeping services from September 1 has been called off. Shubranshu had earlier asked to send notices to contractors in these divisions to suspend OBHS operations.
The release of funds came after the media reported the unprecedented fund crisis the Southern Railways was facing.
These are the only trains in Southern Railway which might be clean on Southern Railway. The rest of the 86 trains will have no cleaning while it runs. Southern Railway says its because of funds crunch.

The unprecedented step to cancel housekeeping services came after Sothern Railways sent an SOS to Railway Ministry seeking to release funds to immediately pay the contractors. However, the Centre didn’t respond to the SOS sent by the Southern Railways’ General Manager – Rahul Jain.
The issue of the inadequate fund was first raised on July 5, 2019, but was not addressed by the Ministry.
Jain in his letter on August 7, wrote, “The existing funds will be enough for us only for the bills raised for works done in the month of August-September 2019. In the face of such shortage of funds, Southern Railways shall have no option but to stop all OBHS work on all 110 trains in a few weeks’ time and thus would have to start issuing contract termination notices shortly.”
The Southern Railways for the financial year 2019-20 was allocated Rs 108 crore against its projected requirement of funds of Rs 194 crore.
Media Gave A Wrong Picture
After media reports of suspension went viral on social media. The Southern Railways took to Twitter to announce that Rs 50 crore is being sanctioned and then to dismiss that it was a crisis. It said that “an alarmist” situation has been portrayed by the media. It wrote, “ There was a funds mismatch issue, which has since been sorted out and bills over Rs 50 crores are being processed for payment.” It also quelled the ongoing speculation of cancelling the OBHS services.

It wrote, “ At no stage did Southern Railway consider stopping OBHS and other allied services on Southern Railway trains.” It further clarified by saying that OBHS, pest control, linen supply, toilet maintenance will continue in all the 110 long-distance trains under the Southern Railway.

New Delhi: The general manager of the Northern Railway TP Singh on Friday held a meeting with the members of the Zonal Rail Users Consultative Committee (ZRUCC) in New Delhi.According to the Northern Railway press statement, this is in accordance with the directives given by Minister of Railways Piyush Goyal, advising General Managers of Zonal Railways to increase public outreach to get feedbacks for providing better service to the nation. Vice-President M. Venkaiah Naidu will travel on Venkatachalam-Obulavaripalli new railway line, the India’s longest electrified railway tunnel, at 3 p.m. on Saturday.
Mr. Venkaiah Naidu, along with other public representatives and railway authorities, will travel the 6.6 km stretch from Cherlopalli to Rapuru stations, by a special train from Venkatachalam railway station.
The Vice-President, along with Railway Minister Piyush Goyal and Minister of State for Railways Suresh C. Angadi, will flag off the new intercity daily express (No.12743/12744) between Gudur and Vijayawada, on August 25, at Gudur railway station.
No.12743, Gudur-Vijayawada intercity express will depart Gudur at 6.10 a.m. from August 26, and arrive Vijayawada at 10.40 a.m. on the same day.
In return, Train No.12744, Vijayawada-Gudur intercity express will depart Vijayawada at 6 p.m. from August 26, and arrive Gudur, at 10.30 p.m. on the same day.
En route, the trains will halt at Nellore, Kavali, Singarayakonda, Ongole, Chirala, Bapatla and Tenali stations.
The new intercity daily express will have an AC chair car, and second class chair car coaches.
Mr. Suresh C. Angadi will flag off the Uday Double-decker Express train between Visakhapatnam and Vijayawada, at Visakhapatnam railway station at 11.30 a.m. on August 26. Public representatives and officials of East Coast Railways are likely to participate in the inauguration programme.
