The Union home ministry told the court that its role was limited to extending financial assistance to Andhra Pradesh for its capital, not deciding its location.
There is no stipulation in the law that requires Andhra Pradesh to have only one capital, the Centre told the Andhra Pradesh high court on Thursday in an affidavit that backs the YS Jagan Mohan Reddy government’s three-capital plan.
Minister Jagan Mohan Reddy’s plan has been opposed by his predecessor Chandrababu Naidu of the Telugu Desam Party who had named Amaravati as the state capital after Hyderabad went to Telangana. A bunch of petitions were also filed in the high court against the move.
In an affidavit filed by the Union home ministry, the Centre denied claims that a three-capital plan was a violation of the Andhra Pradesh Reorganisation Act 2014 that carved out a separate state of Telangana out of Andhra Pradesh.
Lalita T Hedaoo, an under secretary in the Union ministry of home affairs, refuted the argument by one of the petitioners that Andhra could not have three capitals because the AP Reorganisation Act 2014 mentioned “a capital for the state of Andhra Pradesh” and not “capitals”.
She pointed to Section 13 of The General Clauses Act, 1897 that makes it clear that in all Central Acts and regulations, words in the singular shall include the plural and vice versa unless there is anything repugnant in the subject or context.
“It is clearly mentioned in the Act that words importing the masculine gender shall be taken to include females; and words in the singular shall include the plural, and vice versa. Thus, the interpretation of the petitioner on the issue is shallow,” Hedaoo told the high court in the affidavit.
Jagan Mohan Reddy’s three-capital plan envisages executive capital in Visakhapatnam, legislative in Amaravati and judicial in Kurnool. In an interview to HT this week, the chief minister said he was essentially distributing the functions to different places rather than concentrating them in one place. “If you lay all your eggs in one basket you are going to suffer,” he said.

On the argument that the Centre only gave grants for the development of capital city at Amaravati, the official said the Centre had extended financial assistance to AP for creation of essential facilities in their new capital such as Secretariat, Raj Bhavan, High Court etc. and to further facilitate denotification of degraded forest land, if necessary, for the same.
“This provision is only for extending financial assistance to the capital city, but not to decide its location,” she clarified.
Hedaoo also said under Article 3 of the Constitution of India, there is provision only for creation of new States and other related matters. No provision in respect of capital is laid down in this article.
The MHA official refuted the argument that the Centre had endorsed Amaravati as the capital city while locating the state high court as per the Presidential order. She made it clear that there is no provision in the Act to say that the principal seat of high court should also be in the capital city.
“Notification of President’s Order regarding constitution of a separate High Court for Andhra Pradesh with principal seat at Amaravati by the Centre cannot be construed as the Central Government’s decision to declare Amaravati as Capital of Andhra Pradesh, as the Principal Seat of High Court need not necessarily be in the capital city of the state,” she asserted.
In an earlier affidavit, too, the MHA official made it clear that the Centre had no role whatsoever in the location or relocation of the state capital. “It is completely the state government’s prerogative to decide where the capital city of the state should be located,” she said.

Mega-cities bring no additional income and instead lead to debt, he said
Chief minister Jaganmohan Reddy has rejected the idea of building a revenue-earning city to compensate for the loss of Hyderabad to Telangana when Andhra Pradesh was bifurcated in 2014, calling it “perverted thinking” as mega-cities bring no additional income and instead lead to debt. “Nowhere in the world has it been proved. Major cities grow over the decades and centuries. Investing Rs 1,00,000 crore to build a mega metro is not viable. Forget about additional revenue, you cannot
even repay the debt [incurred by spending] …on infrastructure,” Reddy said in an interview to HT.
He was responding to a question on his predecessor Chandrababu Naidu’s idea to build a revenue-earning city comparable to Bengaluru, Chennai, and Hyderabad and why not much has been heard of that since Reddy took over.
Reddy cited the example of Omaha city in the Midwestern US state of Nebraska with a population of just 400,000. He added 23 of the largest US corporations are headquartered there. “That is where [business tycoon] Warren Buffett stays. [Business magnate and Microsoft co-founder] Bill Gates operates from Seattle [in the northwestern US state of Washington with a population of 608,660],” he said.

Reddy underlined mega-cities are unwanted, and only drain resources and become a burden on the people. He said none of the top 10 developed countries have a metro and a mega city. “Norway, Sweden, Denmark, Switzerland, and Finland…all these developed countries have no mega-cities. Development is not industrialisation or urbanisation. Development means many things like per capita income and happiness index.”
Reddy said Kerala, too, has no major cities and yet is ahead of other states in terms of several parameters. “Development has to be distributed across the state. Visakhapatnam, Anantapuram, Kurnool and Tirupati, and a few other cities can become clusters of development. Ports are being developed. Central Andhra, which is an agriculture hub, can have some agro-logistic parks and all can prosper.”
Reddy argued revenue gets generated through manufacturing and a proper service sector. “Why should the industry be located in urban areas? For instance, Visakhapatnam is not our capital. When it was a small town, a steel plant and a few other industries were set up there a few decades ago. Now, it is emerging as a major city.” He added in a similar way, they can have growth centres where industries can be promoted. “The Covid-19 experience tells us that most of the cities ultimately become sick. There is a gradual shift from the so-called major cities or metros to medium and small towns.”
Reddy argued against pouring money into building a congested and “a not required urban place”. He added money should instead be spent on connecting places and ensuring faster mobility and cost-effectiveness. “It is a wrong perception that cities generate more money. Barring a couple of exceptions, greenfield capital cities did not succeed anywhere in the world.”
He questioned whether the state has resources to build Amravati as per Naidu’s plan. “[US management consulting firm] Boston Consulting Group analysed it from an economic perspective and said its investments are not viable.”

He defended his plans to have separate capitals for executive, judicial, and the legislative arms of the state in Visakhapatnam, Kurnool, and Amravati, saying they should not put all their eggs in one basket. “The capital’s functions can be distributed among different places. Why all these functions should be delivered from a particular place? The residuary state of Andhra Pradesh suffered twice in the past on account of [loss of] Chennai and Hyderabad. That is what history tells us. If you put all your eggs in one basket, you are going to suffer. Then why you want to continue with the same approach without taking into account past experiences? It is not logical and rationale thinking,” he said. “The document prepared by the previous [Naidu] regime says that you need Rs 1,00,000 crore [for building the new capital in Amravati]. Instead of planning to build a so-called city at a place which is not suitable for construction of any mega structures on 33,000 acres land acquired or pooled from farmers, he could have planned something on 500 acres elsewhere.”
Reddy said a special investigating team is probing land deals of his predecessor and “his cronies”. “People with vested interests purchased lands from poor farmers. Then came the announcement of the capital and subsequent scam. Those who purchased land at throwaway prices benefited to the tune of thousands of crores of rupees. It was just a real estate business by the previous regime to benefit a certain section of people. Once the development is diversified and spread across the state, they become centres of growth...”
Reddy rejected as absurd the suggestion that he wanted to downgrade Amravati to slight Naidu. “Why should we bother about Amravati? We believe in the overall development of the state. We did not leave Amravati. The legislature will continue to work from Amravati.” He added had there been a referendum option available, they would have gone for it over Amravati. “We are confident the people would have given a thumbs up for our decentralised development.”
A group of farmers have in the high court challenged the move to have three capitals, saying Amravati was made the capital as per a presidential order. The state cannot have three capitals in violation of the order, the farmers have argued.
As many as 55 petitions have been filed in the high court challenging the law for the creation of three capitals and abolition of the Capital Region Development Authority for the development of Amravati as the state capital.
The Supreme Court last month refused to stay a high court order for the status quo on continuing Amravati as the state capital. It said it cannot interfere in the matter as it was pending before the high court. The Supreme Court also rejected the state government’s plea to direct the high court to expedite the hearing in the case.

जमशेदपुर (जागरण संवाददाता)। तपती गर्मी में आंध्रप्रदेश के कुरनूल से 1500 किलोमीटर का सफर तय कर जैसे ही मंगलवार को जैसे ही श्रमिक टाटानगर पर पहुंचे, उनके चेहरे पर तनाव साफ झलक रहा था। जैसे ही टाटानगर स्टेशन पर ट्रेन का पहिया थमा, वैसे ही किसी तरह बोतल में पानी भर लेने की होड़ मच गई। क्या बच्चे, क्या जवान, क्या बुजुर्ग, सभी बस एक बोतल पानी भर लेने के लिए एक-दूसरे को धकिया रहे थे। 
पैरों में चप्‍पल नहीं, तपती सड़क पर बस में चढ़ने चले बच्‍चे
चाईबासा के राम मुंडारी अपने
अपने  बच्चों के साथ बस की ओर बढ़ रहे थे। तीनों बच्चों के पैर में चप्पल नहीं थी। सड़क आग उगल रही थी तो बच्चे भी जल्द से जल्द बस पर जाना चाहते थे। लेकिन स्टेशन से बाहर निकलने तक कई प्रक्रियाओं से गुजरना है। वे अधीर हो रहे हैैं। जब बच्चे से पूछा गया, बेटा आने में कोई परेशानी हुई। उसने शरमाकर मुंह घुमा लिया।
एक सीट पर बैठाए गए तीन यात्री
तभी मार्कंडेय मुंडारी का दर्द छलक पड़ा। बोले, साहब क्या बताऊं। ट्रेन में हालत बड़ी बुरी थी। एक तो महामारी और दूसरी ओर एक सीट पर तीन लोगों को बैठाकर लाया गया। भूख के मारे हालत खराब है। आंध्रप्रदेश के कुरनूल से चला। रात भर भूखा रहा। हिजली में हम सभी को खाने में उपमा व बिस्कुट दिया गया। लेकिन उपमा भी बासी निकला। उपमा खाते ही बच्चे मुंह बिचकाने लगे। क्या करता, बीमारी ना हो जाए, सभी ने उपमा स्टेशन पर ही फेंक दिया। बस 24 घंटे में दो बिस्कुट खाकर 1500 किलोमीटर का सफर तय किया हूं। ट्रेन छह बजे टाटानगर पहुंचनी थी, लेकिन तीन घंटे देर से पहुंची। 
झलका दर्द- गए थे कमाने, सब कुछ लुटाकर आ गए
बगल में खड़ी मार्कंडेय पत्नी पानो मुंडारी ने दर्द साझा करते हुए कहा, गए थे कमाने, सब कुछ लुटाकर आ रहे हैैं।  जब तक राशन था खाया। बाद में दुकानदार ने भी उधार देना बंद कर दिया। एक टाइम खाना मिला तो भी हम सब खुश हो जाते थे। ट्रेन की जानकारी मिली तो सोचा, गाड़ी में लटककर घर चले जाएंगे, लेकिन यहां नहीं रहेंगे। 
आंखों में झलक रही थी अपने घर पहुंचने की खुशी
करीब तीन घंटे देर से टाटानगर पहुंची ट्रेन से बच्चों को गोद में लिए महिलाओं की आंखों में अपने घर पहुंचने की खुशी साफ दिख रही थी। 40 डिग्री सेल्सियस तापमान में बच्चे के साथ टे्न के सफर से श्रमिकों का हाल बेहाल था। सभी की बसें स्टेशन परिसर पर लगी थी, लेकिन अपने घर जाने की बदहवासी दिख रही थी। तपती ट्रेन से उतरे प्रवासी श्रमिकों का हाल बेहाल था। गर्मी और प्यास से गला सूख रहा था, जैसे ही लोग टाटानगर रेलवे स्टेशन उतरे, उन्हें थर्मल स्क्रीनिंग के बाद ठंडे पानी का बोतल व खाने का पैकेट दिया गया। कुछ श्रमिक इतने भूखे प्यासे थे कि स्टेशन परिसर में ही खाना-पीना शुरू कर दिया। 
पूर्वी सिंहभूम का एक भी श्रमिक नहीं
आंध्रप्रदेश से टाटानगर स्टेशन पर जो ट्रेन आई, उसमें पूर्वी सिंहभूम जिले का एक भी श्रमिक नहीं था। रेलवे स्टेशन पर उतरे 1135 श्रमिकों में झारखंड के 21 जिलों के 1077 श्रमिकों के अलावा बिहार के 58 श्रमिक थे। स्टेशन पर चिकित्सकों की टीम ने श्रमिकों की थर्मल स्क्रीङ्क्षनग की। इसके बाद पूर्वी सिंहभूम जिला प्रशासन ने सभी संबंधित जिले के मजिस्ट्रेट की देखरेख में मजदूरों को उनके जिले से आए बसों से रवाना कर दिया।

कोरोना संक्रमण के कहर ने मजदूरों को अपने घर आने को विवश कर दिया है। कभी जेबें भर कर परदेस से लौटनेवाले मजदूर आज खाली हाथ वापस आ रहे हैं। साथ में मायूसी और बेरोजगारी की सौगात ला रहे हैं। गुरुवार की सुबह सूरत से राज्य के 1198 मजदूर व उनके परिजनों को लेकर श्रमिक स्पेशल ट्रेन धनबाद पहुंची। स्टेशन से बाहर निकल रहे मजदूरों के चेहरे पर थकान और चिंता की लकीरें साफ झलक रही थीं। उन्होंने बताया कि लॉकडाउन के कारण खाली हो चुकीं उनकी जेबों पर दलालों ने रेल टिकट के नाम पर डाका डाला। घर तो पहुंच गए, लेकिन अब क्या करेंगे सबको यही चिंता खाए जा रही थी।गुरुवार को यहां पहुंचे मजदूरों से भी टिकट के एवज में मनमाना किराया वसूला गया। 715 रुपए के बदले श्रमिकों ने एक-एक हजार रुपए देकर अपने और परिवार के अन्य सदस्यों के लिए सीट पक्की कराई। बच्चों और सीनियर...
सीटिजन माता-पिता का भी पूरा किराया वसूला गया। इनमें कुछ यात्री ऐसे भी थे, जिन्हें 725 रुपए में ही टिकट नसीब हुई थी। उन्होंने बताया कि शुरू में बस किराए के नाम पर 10 रुपए अधिक लिए जा रहे थे लेकिन बाद में किराया बढ़कर 765 रुपए और फिर एक हजार रुपए हो गया। ट्रेन सुबह करीब 3.50 बजे धनबाद स्टेशन पहुंची। स्क्रीनिंग के बाद यात्रियों को नाश्ते का पैकेट, पानी और फूल देकर उनके घर भेजने का इंतजाम किया गया। गुरुवार को राज्य के 11 जिलों के मजदूर यहां आए थे, इनमें सर्वाधिक 1,094 गिरिडीह जिले के थे। इन यात्रियों को बस पर बैठा कर स्टेशन से ही सीधे गिरिडीह भेज दिया गया।किसी यात्री में नहीं मिला कोरोना का लक्षणगुरुवार को धनबाद आई श्रमिक स्पेशल में किसी भी यात्री में कोरोना के लक्षण नहीं दिखे। स्क्रीनिंग में किसी यात्री का तापमान अधिक नहीं पाया गया। यात्रियों में देवघर के सात, कोडरमा के 30, हजारीबाग के 11, जामताड़ा, सिमडेगा और सरायकेला के एक-एक, पलामू के 29, लातेहार के तीन, गढ़वा जिले के दो और चतरा के पांच यात्री शामिल थे।गुलाब की जगह यात्रियों को मिली लिलीस्पेशल ट्रेनों से धनबाद पहुंचे छात्र और श्रमिकों को पिछले तीन दिनों से गुलाब फूल देकर उनका स्वागत किया जा रहा था। लेकिन गुरुवार की सुबह लॉकडाउन के कारण जिला प्रशासन गुलाब फूल की व्यवस्था नहीं कर सका। यहां आए यात्रियों को लिली फूल देकर उनका अभिनंदन किया गया। पूछने पर बताया गया कि गुलाब फूल उपलब्ध नहीं होने के कारण यात्रियों को लिली फूल दिया गया।आज लिंगमपल्ली से 1220 मजदूर आएंगे धनबादशुक्रवार को दक्षिण भारत से एक और ट्रेन धनबाद आएगी। तेलंगाना के लिंगमपल्ली से बुधवार की सुबह साढ़े बजे एक श्रमिक स्पेशल ट्रेन खुली है। ट्रेन में झारखंड के विभिन्न जिलों के 1220 यात्री सवार हैं। बताया जा रहा है कि ट्रेन शुक्रवार की दोपहर साढ़े 12 बजे तक धनबाद पहुंचेगी। स्पेशल ट्रेन नागपुर-दीनदयाल उपाध्याय-गया होते हुए धनबाद आ रही है। गुरुवार की देर रात दो बजे आंध्र प्रदेश के कर्नूल से भी एक स्पेशल ट्रेन चलाई जाएगी। यह ट्रेन नौ अप्रैल को सुबह साढ़े छह बजे बरकाकाना पहुंचेगी।

using illegal softwares could do it in just around 1.48 minutes.
NEW DELHI: More Tatkal tickets will be available for passengers now as the railways has weeded out illegal softwares and arrested 60 agents who would use them to block such tickets, a top official said on Tuesday.
Railway Protection Force (RPF) Director General Arun Kumar said the cleansing operation means Tatkal tickets would be available for passengers for hours now, compared to a minute or two earlier after the booking opens.
Officials explained that illegal softwares such as 'ANMS', 'MAC' and 'Jaguar' would bypass the IRCTC's login captcha, booking captcha and bank OTP to generate tickets, while a genuine user has to go through all these processes.
The booking process for a general user usually takes around 2.55 minutes, but those using these softwares could do it in just around 1.48 minutes, they explained.
The railways does not allow agents to book Tatkal tickets and over the past two months, the RPF has nabbed around 60 illegal agents who were booking tickets through these softwares, making it virtually impossible for others to get Tatkal bookings.
"As of today, I can say that not one ticket is being booked through illegal softwares. We have plugged all the issues that we had with the IRCTC website and also nabbed most of those who were top operators of the software," the RPF DG said at a press briefing.
With the arrests, Kumar said most of these illegal softwares, which used to generate business of Rs 50 crore-100 crore annually, have been blocked.
The IRCTC's ticket booking section reflects the impact of the railway action as it shows a jump in the availability of Tatkal tickets across the board.
For example, while on October 26, 2019, Tatkal tickets were available for two minutes for the Magadh Express, on February 10, they were available for over 10 hours since the bookings opened on February 9, 2020 on the train.
Similarly, on the Sampoorna Kranti Express, Tatkal tickets were available for a little over four minutes on November 16, 2019, while on February 8, 2020, there were available for 18 minutes.
On the Swatantrata Senani Express, on November 16, 2019, the Tatkal bookings lasted for just a little over two minutes, while on February 8, it lasted for more than an hour.
"This position has been taken from different zones and we have seen that the Tatkal tickets are available for longer. We are still monitoring other softwares which can be used to book tickets and will move on them as and when they try to book tickets illegally," said Kumar.
