Private firms winning contracts to re-develop railway stations across India will levy ₹ 20 as user charges on a platform ticket, which is double the existing price.
The Indian Railway Stations Development Corporation Ltd (IRSDC) said that the ₹20 user charge has been set as per the decision taken by the Empowered Group of Secretaries (EGoM) to increase the overall viability of the projects, according to a document seen by BusinessLine.

IRSDC, an equal joint venture between state-owned IRCON International Ltd and Rail Land Development Authority, has been entrusted with the task of development/re-development of all railway stations of Indian Railways.
Some of these stations will be developed/re-developed on public-private-partnership (PPP) mode under which private firms will re-develop, construct and maintain the stations and also undertake estate development activities to provide integrated services to passengers.
Redevelopment plans
IRSDC has lined up Gwalior, Nagpur, Amritsar and Sabarmati railway stations for redevelopment on design, build, finance, operate and transfer (DBFOT) model with a concession period of 60 years for station development and station estate development. However, the concession period for residential/city side development has been set at 99 years, in accordance with the cabinet approval.
The indicative project cost estimated by IRSDC for the station re-development component for Gwalior station is ₹300 crore, Nagpur station is ₹465 crore, Amritsar station is ₹375 crore and Sabarmati station is ₹156 crore.
The indicative cost of station development component has been estimated based on the current operational plan and the ‘Manual for Specification and Standards for Railway Stations’.
The bid will be awarded to the entity quoting the highest premium for the project.
Real estate component
In the case of Sabarmati railway station, the ratio of real estate component is about 20 times of station development component while for Amritsar station, it is about three times.
The impact of higher real estate component would be captured in the higher premium (bidding parameter) quoted by the private developer, according to the IRSDC.
However, the Finance Ministry is of the view that the Railway Ministry may provide real estate component up to the level of financial viability only and no excessive land should be provided for real estate development.
To increase participation and promote competition among bidders, the government has decided to relax the six-bidder cap on short-listed bidders for PPP projects stipulated by the Finance Ministry earlier for PPP projects.
Shivaji Nagar, Surat and Baiyapanahalli railway stations will also be re-developed through the PPP mode.

Pune: The tunnel being excavated for the underground section of the Pune Metro rail project as progressed beyond the Shivajinagar station, despite a 25% dip in work efficiency because of the Covid-19 lockdown.
Officials of the Maharashtra Metro Rail Corporation Limited (MahaMetro) attributed the drop in efficiency to a lack of workers at the site for over a month.
The tunnelling work, which had commenced last December, is now being executed in a single shift, as opposed to the earlier two shifts.

The machines will now reach Civil Court via Simla office chowk and CoEP ground,” a MahaMetro official added.
At the moment, only 1,000 workers are on duty at the various Metro sites across the city, compared to the pre-lockdown strength of 2,800.
MahaMetro said they have reached out to the respective district administrations in Bihar and Madhya Pradesh after some workers expressed a desire to return to Pune. “The labour contractors attached to us are working on this,” an official said.
MahaMetro said due to the reduced strength, work is progressing steadily, albeit slowly, t its sites. “We are managing with existing work force, but efficiency has come down to 25%. We deployed the workers as per requirement,” another official said.
MahaMetro said it has expedited viaduct and pillar work on some crucial stretches — RTO and Pune railway station, Paud Phata and Paud Road. “Work on the depots too — at College of Agriculture and Vanaz — is also progressing steadily,” an official said.
MahaMetro further said it has almost removed all obstacles — such as temporary ramps — from the riverbed at Sangam Bridge, Bund Garden and Harris Bridge ahead of the monsoon.

PUNE The first cyber cell of the Railway Protection Force (RPF), under the Indian Railways, is operational at the Pune Railway Division.
“The cell was formed in July 2019 and its operations were kept secret initially for some important investigations,” said Central Railways general manger Sanjeev Mittal, who was on a one-day inspection tour of the Pune division on Thursday.

an evening interaction with media at the Pune divisional controller’s office, Mittal said, “The Indian railways has decided to start six cyber cells across the country and its first cell was started in Pune. Various cyber-related investigations, keeping a watch on illegal online ticketing, social media and various cyber frauds is the work of this cell. There is team of eight people in this cell and additionally we have hired cyber experts as well,” said Mittal.
Mittal did not reveal details of where the other five cyber cells are located and if all were operational.
He also declined to reveal any cases solved by the Pune unit.
“Other than that we will be completing the work of Hadapsar railway station by June 2020, and then some train operations will be moved to Hadapsar. The Pune railway station yard remodelling is going to happen in four phases and the work of first phase will start now. In the first phase, extension work for six platforms and other passenger facility works will be completed. Similarly, the development of the Shivajinagar railway station will be carried out in this year,” he added.
During his inspection Mittal took a review of passenger facilities, infrastructure work, operations and various other issues on the Satara to Pune railway route.

The redevelopment work of Habibganj and Gandhinagar stations is being carried out by IRSDC. The Railway Ministry is redeveloping Bhubaneshwar railway station in cooperation with the state government of Odisha.
Soon, Indian Railways to have world-class airport-like railway stations! Currently, the national transporter is carrying out redevelopment work of many Indian Railways stations through Rail Land Development Authority (RLDA), Indian Railway Stations Development Corporation Limited (IRSDC) along with other central government agencies. Railway Minister informed that redevelopment works of Habibganj and Gandhinagar railway stations into world-class travel hubs are currently in progress. The redevelopment work of Habibganj and Gandhinagar stations is being carried out by IRSDC. The Railway Ministry is redeveloping Bhubaneshwar railway station in cooperation with the state government of Odisha.
For the redevelopment of Dehradun railway station, RLDA has signed an MoU with Mussoorie Dehradun Development Authority (MDDA). RLDA has also signed an MoU with the National Highway Authority of India (NHAI) in April 2019, for transforming Ajni station in Nagpur into a multi-modal hub. Many other railway stations are likely to be transformed into swanky travel hubs including Anand Vihar, Bijwasan, Surat, Chandigarh, Shivaji Nagar, Baiyappanahalli, Nagpur, Gandhi Nagar (Jaipur), Sabarmati, Kanpur, Gwalior, Amritsar and Thakurli stations.
Besides world-class railway stations, Indian Railways is also upgrading many other railway stations under various modernization schemes like Modern Station Scheme, Model Station Scheme and Adarsh Station Scheme. According to Goyal, the development of railway stations under Model Station Scheme and Modern Station Scheme is now completed. Further, under Adarsh Station Scheme, a total of 1,253 stations have been identified for development out of which, 1,149 stations have already been developed. The remaining railway stations are likely to be upgraded by 2019-20, the minister stated.

PUNE: In order to increase infrastructural facilities for commuters, central railway Pune division (CRPD) has been focusing on building new foot overbridges at stations in Pune division.
Milind Deouskar, Pune railway divisional manager said, “Developing infrastructure to facilitate passengers has been our focus. In the next three months, four stations of Chinchwad, Talegaon, Manzri, Kadedhan under Pune division will have operational foot over bridges (FOB). While the foot over bridges at the Chinchwad station will be completed by August 15, the work for the rest will also be done in the next three months.”

Besides the ambitious yard remodelling at the Pune railway station, the central railway Pune division has focused on developing new foot over bridges, installation of WiFi systems on the stations and constructing overhead sheds to offer commuters respite from rain.
Meanwhile, the central railway Pune division will be completing the first phase of yard remodelling at the Pune railway station in the next six months, which was started in April 2018.
“We expect to complete the first phase of yard remodelling at the Pune railway station in the next six months. We are waiting for some permission from the central board in regards to safety.”
According to Deouskar, in the first phase, the length of platform number five and six at the Pune railway station will be extended towards Mumbai.
He said, “In the second phase, the same length extension work will be done for the platform number three and four while the extension work on platform number two will be done in the last phase.”
This process is done with combined efforts civil engineering department, electrical engineering department and signalling department, said Deouskar.
Pune-Lonavla automatic block signalling systems in place by November
The automatic block signalling system, initiated by the Central Railway Pune division (CRPD) between Lonavla and Pune railway section will be completed by November, said Milind Deouskar,commissioner, Pune railway division.
Automatic block signalling (ABS) is a railroad communications system that consists of a series of signals to divide a railway line into sections. The system controls the movement of trains between the blocks using automatic signals.
Meanwhile, the CRPD has installed WiFi systems at Shivajinagar connecting the station with the internet facility.
Deouskar said, “In the next one and a half month, the entire section between Pune railway station to Lonavla will have WiFi systems installed in all the stations. This project is undertaken by the Tata group under its CSR funding.”
Push-pull technology installed in intercity express fails to deliver results
The railway authorities have so far failed to cut short the travel time of the Mumbai-Pune Intercity Express despite introducing the push-pull technology in May on a trial basis.
The push and pull technology involves two locomotives. Therefore, instead of one, the Mumbai-Pune Intercity Express will be fitted with two locomotives – one at the front and the other at the rear end. While the travel time before installing the technology was 3 hours and 17 minutes, the estimated travel time with the push-pull technique was to come down to 2 hours and 35 minutes.
According to railway officials, the average delay faced by the Intercity Express daily is at least 10-15 minutes.
However, since the authorities have failed to do, time period of the experiment, which started on a pilot basis, has been extended. The latest deadline for the experiment was July 26, however, since it again failed to met the expected reduction in the time travel, the trial run will continue.
Milind Deouskar, Pune railway divisional manager, said, “Almost two-thirds of the route between Mumbai-Pune falls under the Mumbai jurisdiction where the train usually faces the delay. As far as the duration of the train journey in the Central Railway Pune division is concerned, there is not much delay.”
It is the Mumbai division which will take the decision if required to further extend the time line of the pilot project of the push-pull technology in the Intercity Express on an experimental basis, said Deouskar.
A senior railway official requesting anonymity, said, “The basic intention of installing the push-pull technique was to support the trains’ operational speed in the ghat (hilly) section, however, it is the same area where the train is getting delayed even now. Post Lonavla, we have a plain track till Pune which is unlikely to cause any delay.”
Harsha Shah, chief, Railway Pravasi Group, said, “It is clear that the push-pull technology has failed to deliver the results as trains are not running in the expected time frame. Time taken during travel is a necessary element for passengers and the authorities must ensure that the push-pull technology works.”
The major saving of travel time will take place at Karjat station, where the train had to be detained in order to attach banker engines in the rear end. However, the results of the trial run are not as expected. This has raised a question mark on the implementation of the same technology in the Deccan Queen.
Authorities had earlier said that the same technology will be implemented on the Deccan Queen only if the experiment on the Intercity Express is successful.
