BENGALURU: The city’s much-awaited suburban rail project seems to be on the right track. Prime Minister
is likely to lay the foundation stone next month.
The Rs 15,657-crore project was cleared by the Centre in October 2020 but no formal announcement was made due to the model code of conduct. “We have sought a date from the Prime Minister’s Office for laying the foundation stone but haven’t received any confirmation till now,” said a source.

say the state government wants the foundation stone to be laid before the BBMP elections and also to operationalise a small section of one of the four corridors before the 2023 assembly polls.
Karnataka Rail Infrastructure Development Enterprises (K-RIDE), a joint venture between the railway ministry and the state government, is supposed to execute the project.
K-RIDE has recruited around 60 staffers so far and is planning to hire more in the next few months.
The government has appointed
(KIADB) as the nodal agency to acquire required land for the project. The 148km project will comprise four corridors: KSR Bengaluru City-Yelahanka-Devanahalli (41km), Byappanahalli-Yeshwantpur-Chikkabanavara (25km), Kengeri-Cantonment-Whitefield (35km) and Heelalige-Yelahanka-Rajanukunte (46km). Work on Byappanahalli-Yeshwantpur-Chikkabanavara and Heelalige-Yelahanka-Rajanukunte is likely to be taken up first.
An official said they are planning to float a tender for ‘station planning’ of 57 stations. “We have already floated tenders for land and geo-technical surveys. Notification for land acquisition will be issued soon. The idea of station planning involves designing stations as commercial hubs and improving integration of suburban rail with other modes. Tenders for civil work will be called by March. The project will be expedited once the PM lays the foundation stone,” said an official.
Inspired by Metro man E Sreedharan’s digital countdown clock in Metro offices, K-RIDE will install one to track the number of days left for the deadline. “We are planning to set up a countdown clock to remind officials to speed up work. We don’t have any competition with BMRCL but hope to make it better than Metro,” he said.

Seeking to expedite the quadrupling of the railway line to Whitefield, the South Western Railway has written to the BBMP to remove the encroachments on the railway land along the Bengaluru Cantonment-Baiyappanahalli stretch, which will be covered in the first phase of the project.
The SWR’s construction wing hopes to complete the work on the 7-km line between Bengaluru Cantonment and Baiyappanahalli before March 2022. This will allow the optimum utilisation of the new Baiyappanahalli terminal, expected to open in three months. The quadrupling until Whitefield may take till December 2022 with the project cost pegged at Rs 493 crore.

entire stretch between Bengaluru Cantonment and Whitefield passes mostly through dense residential areas.” “In some locations, though railway boundaries have been earmarked and the boundary stones are available, people have been using some stretches as roads,” SWR Chief Engineer Rajesh Kumar Singh stated in the letter to the BBMP. 
As per the data provided in the letter, a total of 4,532 square metres (1.1 acre) of railway land has been encroached upon at five places.
The total encroachment is spread over one kilometre along Bore Bank Road in Benson Town, Pottery Road, East Park area in Pulakeshi Nagar and Krishnappa Lane in ITC Colony. 
Unauthorised shops and other constructions have also come up on the railway land in some places. The BBMP needs to remove them at “your own cost”, the letter noted. 
Speaking to DH, Singh said the railways' construction at these locations started this week. “We need the cooperation of the BBMP in removing unauthorised structures,” he added. He clarified the railways was presently not demanding the clearance of encroachments until Whitefield and not objected to the use of the land for the public purpose either. Clearing encroachments has been sought only on the stretch where the work could not be done due to encroachments on the road, he added. 
For the line quadrupling, the railways has already built a retaining wall along the 1.5-km track from the military gate to the road underbridge near a temple.
 As the road width in congested areas will be reduced, new traffic diversions will be implemented on some stretches of the 7-km-long railway track.

BENGALURU: After years of risking life and limb while boarding trains from the Whitefield railway station’s rear entrance, commuters have some good news. The Bengaluru Railway Division has just completed a new skywalk to the existing foot over bridge  (FOB) at the station, which would connect all its four platforms.

Now, confirming the completion of the skywalk, Senior Divisional Engineer, Co-ordination, Bengaluru Railway Division, Parvesh Kumar, told TNSE: “Trespassing on the tracks can be fully curbed once the skywalk is in place.” Sudarshan Ranganathan, an IT professional, said, “The connection will be very useful both for short-distance commuters who board trains here to travel within the city, as well as long-distance commuters.”

After years of risking lives of passengers who boarded trains at Whitefield railway station, people entering the station from the back can finally reach the platforms safely.

FOB from Kadugodi bus stop allows a person to reach Whitefield-Hoskote Main Road only and not anywhere inside or near the station.
"This forced passengers to walk back for one kilometer to enter the station. To avoid that, commuters used to walk a little further and make a dash to platforms via the railway tracks during peak morning and evening hours. On any day, an average of 150 people used to put themselves to risk by trespassing in this fashion," said a senior official.
The FOB was constructed in 2013 after five people were run over while crossing tracks. But it was done without the bridge terminating inside the platforms. However, those who wanted to enter from the main entry of Whitefield station did not face any such issue.
Sudarshan Ranganathan, an IT professional, who has used the Whitefield station to board trains on and off says, "The connection will be very useful both for short distance commuters who board trains here to travel within the City as well as long distance commuters," he said.
Anjali Saini, a member of Whitefield Rising said the group had been repeatedly asking for this facility to help public and had accompanied Divisional Railway Managers in the past to the spot to explain the dangers faced by public daily.
Senior Divisional Engineer, Co-ordination, Bengaluru Railway Division Parvesh Kumar told The New Indian Express, "The connecting bridge is all set to be launched early next year. Trespassing on these tracks can fully be curbed once it is in place."
There were numerous instances reported in the past of passengers even crawling beneath stationed trains to rush to board trains.
Thousands, particularly IT professionals, commute by passenger trains to and fro between the City and Whitefield station and take autos or cabs to their workspot. On a rough count, an average of 35 trains had a stoppage here every day before March, said a railway official.
The skywalk was supposed to be ready by end of 2019, but was delayed. "There was a delay of four months this year because of Covid and labour shortage," a railway official said.
Welcoming the development, urban transportation expert Sanjeev Dyamannavar said, "It will help a large number of commuters to interchange between different transportation modes safely. It was a long pending demand of local train users. It will also reduce the distance between this end of Whitefield station and the main entrance."

The Centre on Wednesday approved the Bengaluru suburban rail project, estimated to cost around Rs 19,000 crore, and fulfilled a long-pending demand of the IT city.
The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the 148-km-long project, which is aimed at decongesting Bengaluru, sources in the government told DH.

asked to elaborate on the project at the weekly Cabinet press briefing, Railway Minister Piyush Goyal said that due to the code of conduct, he can’t say anything on this issue.
According to the revised DPR, a special purpose vehicle (SPV) will be set up to implement the project and both the Railway Ministry and state government will have equity in it.
The Union government would provide 20% of the equity in the project and facilitate external financial assistance of up to 60% of the project cost. The Karnataka government will have to share the remaining 20% equity.
The suburban rail network will have four corridors: KSR Bengaluru City-Devanahalli, Byappanahalli-Chikkabanavara, Kengeri-Cantonment-Whitefield and Heelalige-Rajanukunte.
The revised project proposes 57 suburban railway stations covering a distance of 148.17 km. Besides dropping at least 24 stations from the original report, the revised DPR has also cut down the number of elevated stations from 31 to 22.
The suburban railway is likely to be fully operational around 2026 since approximately seven years are required for land acquisition and construction.
The suburban rail stations will integrate with at least 10 metro stations including Yeshwantpur, Kengeri, Cantonment, Whitefield, K R Puram, Baiyappanhalli, Jnanabharathi and Nayandahalli. The fare structure will be similar to that of the Metro rail, said sources.
With the suburban rail network providing seamless connectivity to all towns surrounding Bengaluru, it is expected that once it is complete, it would greatly help decongest Bengaluru,  which is facing severe traffic snarls, said an official in the Indian Railways.
