A promise made by Union Railway Minister Piyush Goyal to provide railway land virtually free of cost for the suburban rail project has now been revoked as per the directions of the Prime Minister’s Office, which has also sought a reworking of the project, pushing it further away from reality.
In February, days after the Railway Board rejected the state government’s demand for leasing the railway land at Re 1 per acre, Goyal had held discussions with Chief Minister H D Kumaraswamy and announced at a press conference that his ministry has accepted the demand.
The

draft detailed project report (DPR) had estimated that 717 acres of railway land worth Rs 6,700 crore is required for the project. In its letter to K-RIDE, the implementing agency of the state government, the Railway Board has quoted a direction from the PMO to state that the land can’t come free for the project.
“The project financials may be worked out considering the railway land as per applicable lease charge. However, this should be shown separately to facilitate any decision on models of implementation, i.e PPP or otherwise, in future,” the direction reads.
Officials in the South Western Railway headquarters, however, noted that the lease charge will be much lesser. “It will be much lesser than the cost of the land,” an official said.
Another official said the Railway Board had stipulated 6% to 10% of land cost as lease charges for various projects. “The project cost goes up by about Rs 500 crore. Even when K-RIDE drafts a new DPR to connect suburban towns as per the PMO direction, the lease cost of railway land will have to be incorporated,” an official said.
The PMO has further directed the officials to rework the project to ensure that suburban rail services do not compete with Namma Metro. “The suburban lines should be planned to bring people from/to suburban areas and for their development as nodal centres. The core of the city itself should be served by metro/bus etc,” the letter states.
“Restructuring the project by connecting Tumakuru, Ramnagar, Kolar and other towns require a detailed survey and estimates of land required for the project. It may take another year to come up with a DPR,” an SWR official said.

Gateway to Gabbar land
“Arrey o Samba, Kitne aadmi the re...,” these words of Gabbar Singh from the eternal superhit ‘Sholay’ still ring a bell in the ears of cinegoers of yesteryears.
The Railways, by getting scenes from the movie painted on the walls of the Ramanagara station, has sought to give the new generation a peek into the saga of  the blockbuster.

Ramanagara was where the Ramesh Sippy-directed film - starring Amitabh Bachchan, Dharmendra, Hema Malini, Jaya Badhuri and Amjad Khan as Gabbar Singh - was picturised, especially in and around the Ramadevara Betta.
The walls also depict Saptarshi Betta, Kootagal Betta, Shidlakal Betta, Handigundi Betta, the local silk cocoon market and Rangarayadadoddi Kere, besides the local art and culture.
The Abhaya Anjaneya shrine at the foot of Ramadevara Betta also finds a place in the pictures. The paintings are part of a cleanliness drive at the station and has been received well by train travellers, who want the effort replicated in other stations.
The cleanliness drive is aimed at discouraging people from spitting and urinating on the station premises. It will also introduce the place to tourists, said Shivashankar, executive engineer of South Western Railway.

The tough stance of the railways against giving its land for the suburban rail at a nominal cost is likely to send the state government back to drawing board as it seeks to reduce Rs 6,500 crore land acquisition cost.
The railways out-rightly rejected some of the major demands that formed the government’s 19 conditions for approving the suburban rail feasibility report.
The 161 km suburban rail corridor requires 650 acres of railway land for which Karnataka offered to pay Re 1 per acre. State officials also sought to extend the project to

neighboring cities of Ramnagaram, Tumkuru and Kolar.
“The railway board’s stand was communicated to the state government by SWR officials last month. The letter only puts a final word on it. If we go by the rules, the government has to spend about Rs 6,500 crore for railway land and Rs 2,500 crore to acquire private land. A meeting will be held next week to decide whether there is any way we can reduce land acquisition further,” a senior official in the government said.
The railway board has expressed surprise over the government increasing the suburban rail network from 161 km to 360 km. The letter noted that the government never raised objections or sought modifications to the corridor in several meetings held throughout the process of clearing a pre-feasibility report and preparing the feasibility report.
“Despite the Ministry of Railway’s cooperation...and favorably considering the changes proposed by GoK in the suburban policy, it appears that the state government is genuinely not interested in the project,” the report said.
The railways accepted some of the conditions, including prioritizing station construction on basis of demand and cited the suburban rail policy to note that most of the conditions, including the mandatory approval for taking up work on the suburban railway line, go against the rule.
