BENGALURU: Even as the Rs 18,621-crore suburban rail project for the city awaits green signal from the Cabinet Committee of Economic Affairs, the nodal agency in Bengaluru has begun preparatory works for implementing the project. Karnataka Rail Infrastructure Development Enterprises (K-RIDE) has called for tenders in connection with two separate works, totalling to nearly Rs 1.73 crore for the project.
One is to carry out a survey in and around Bengaluru for the over 600 acres of land estimated for putting in place the project. The other is to survey and identify the utilities that lie along the route of the proposed project. The deadline for submitting interest is March 24.

The project will cover four corridors – Krantivira Sangolli Rayanna (Bengaluru City)-Yesvantpur-Yelahanka-Devanahalli-Kempe Gowda International Airport; Baiyappanahalli-Banaswadi-Lottegehalli-Whitefield-Yesvantpur-Chikkabanavara; Kengeri-Cantonment-Whitefield; and Heelalige-Baiyappanahalli-Channasandra-Yelahanka-Rajanakunte.

In a boon to commuters, the railways has now opened its doors to two-wheeler and bicycle-sharing service providers at 15 stations.
Last week, the first bike-sharing service was inaugurated by South Western Railway general manager Ajay Kumar Singh at Yelahanka railway station. This comes as a big relief for commuters who were forced to use their own vehicles for first and last-mile connectivity.
Bounce, the operator providing the service, has announced plans to set up shop at 13 stations in the city, including Bellandur, Banaswadi, Hoodi Halt, Byappanahalli, Krishnarajapuram, Bengaluru East and Bengaluru

Meanwhile, Railways has received a positive response for its tender seeking expression of interest from private operators for bicycle-sharing services. Senior officials said they were in discussion with Yulu and a decision is likely in the next few days.
“The EoI is for 15 stations. This involves looking into details like the identification of the parking space for service providers. We are in discussions with Yulu and will come up with a decision within a matter of a few days,” a senior official said.
Bounce has given parking space at two entrances in the 13 stations, to pick up or drop off Bounce bikes. Officials said similar arrangements will be made for bicycle-sharing systems as well.
Parking of private vehicles at railway stations, especially for long-duration, has turned costly ever since the railways hiked the fee in September 2017. While the two-wheeler parking fee has gone up from Rs 20 per day to Rs 50, those parking cars can be charged up to Rs 300, depending on the number of hours.

BENGALURU: The Railways will take over the implementation of projects to the tune of Rs 1,745 crore, which are a part of the suburban rail network for the city, rather than the Special Purpose Vehicle as planned initially. The cost for implementing it will be shared 50:50 between the state and the Centre.
A high -level meet chaired by Chief Secretary T M Vijay Bhaskar at Vidhana Soudha on Tuesday with top officials has decided that five projects totalling Rs 1745 crore will be implemented by the Constructions office of the South Western Railway. “The SPV will go ahead with the implementation of the Rs 22,242 crore suburban railway project after a decision on the Detailed Project Report is taken by the Centre,”

Of the Rs 1745 crore projects, the doubling between Baiyappanahalli and Hosur (Rs 424 crore), the doubling line between Yesvantpur-Lottegahalli-Hebbal-Banaswadi-Baiyappanahalli-Channasandra (Rs 170 cr), conversion of 15 DEMU rakes to MEMU ones (Rs 56 crore) and procurement of 11 MEMU rakes (Rs 400 crore) have already been sanctioned.
Automatic signalling between Baiyappnahalli and Hosur, Baiyappanahalli-Yesvantpur-Tumukuru, Bengaluru-Mandya and Yesvantpur and Yelahanka are awaiting approval. The suburban project will be implemented with 20% share each by the state and the Centre and 60% mobilised via the SPV.

BENGALURU: While the fate of the suburban rail network hangs in balance — being tossed around between the Centre and the State — the proposed Special Purpose Vehicle (SPV) to implement the Rs 22,242-crore project is closer to reality. It will begin works related to the suburban system before another Detailed Project Report gets readied.

can come into being through a formal process at the Registrar of Companies with an initial investment of Rs 2 crore,” said a highly placed source.
Asked about the relevance of such a body in face of the suburban project report itself not yet ready, a top source said five major projects totalling Rs 1,745 crore which have already been sanctioned for the project in January 2018 will be taken up by the SPV. “Urban Development Department is set to introduce an amendment so that the Chief Administrative Officer, Constructions of South Western Railway, can take up five projects already sanctioned,” he said.
Among the works that are already sanctioned are the Rs 424 crore project between Baiyappanahalli and Hosur which comprises doubling, electric traction and automatic signalling;  21.7 km line (Chord Line) between Yesvantpur-Lottegahalli-Hebbal-Banaswadi-Baiyappanahalli-Channsandra at a cost of Rs 170 crore; automatic signalling between Baiyappanahalli-Yesvantpur-Tumukuru, Bengaluru-Mandya and Yesvantpur and Yelahanka for Rs  205 crore, conversion of 15 DEMU rakes to MEMU ones at Rs 56 crore and procurement of 11 MEMU rakes at a cost of Rs 400 crore.
At a high-level meet held at Vidhana Soudha on Tuesday, Additional Chief Secretary, UDD,  Mahendra Jain has sent a note on the suburban project to the Chief Secretary which would be sent to the Deputy CM for this approval.  Jain said, “It is our response to certain queries sent by the Railways.”
Project shelved, but RITES yet to be paid Rs 10 crore
The PMO recently decided to drop the suburban rail project submitted by Rail Infrastructure Technical and Engineering Services, a consultancy firm falling under  Railways and call for a fresh DPR to be readied. RITES is yet to be paid ` 10 cr due to it for the report preparation.
A source said, “RITES was to be paid 70% of its report cost when it submitted its report last year and the remainder when it submitted its report this year.” Chief Administrative Officer, Constructions, KC Swami said, “We are in the process of paying the sum and will do it very shortly.”

A Rs 10 train ticket can take you within five kilometres of the Trumpet Interchange, barely a shout away from the Kempegowda International Airport's perimeter wall. Yet, less than 10 passengers take this train from Yeshwantpur Junction.
A DH team had the entire eight-coach Yeshwantpur–Devanahalli DEMU train virtually to themselves, as the locomotive chugged out of the station at 10.35 am on Friday. This ride could help hundreds of Devanahalli and airport-bound commuters bypass the costly cabs and congested roads. But the occupancy remains shockingly low. Why?

that train revealed part of the problem: The 10.35 am start time will not benefit any office-goer, whether their workplaces are inside the airport or outside, in Devanahalli, near Dodjala or beyond. But there is another problem: Hardly anyone knows that this train even exists.
The train's coaches have two power cars and six travelling cars, mostly running empty. South Western Railway (SWR) officials en route to Devanahalli tried to explain it away: "This is a special train operated only for rake movement. That's why passengers are generally low in numbers."
Another reason for the low patronage was this: The train goes only up to Devanahalli. Extending it to Chikkaballapur will get more passengers. Currently, only two pairs of trains operate on this route, one in the morning and another in the evening.
Sources revealed that the track occupancy for the 13-km line from Yeshwantpur Junction to Yelahanka Junction is currently only 50%, reducing further to 29% from Yelahanka to Chikkaballapur. The message is clear: Doubling the number of services will not disrupt the existing train movements.
But SWR officials say frequency can be increased only if the signalling, stations and tracks are upgraded. Currently, stations en route have no signals but issue tickets. The number of level crossings, too, will have to be further reduced from the existing six between Yeshwantpur and Devanahalli. Road overbridges are critical, they say.
The Bangalore International Airport Limited (BIAL) is ready to introduce shuttle buses between a new halt station on this rail route that passes through the KIA premises, and its terminals.
But activists ask: Why wait for the halt station? Let those shuttle buses go right up to the Dodjala station for a nominal charge. It could be a game-changer for airport commute by rail, saving both money and time.
