GUWAHATI, Oct 29 – Under the refinery expansion plan, the Numaligarh Refinery Limited (NRL) has decided to set up a power plant of 75 MW capacity at Bokajan in Karbi Anglong district, considering the availability of fuel grade raw petroleum coke (RPC) from the NRL and limestone available near Bokajan.
A memorandum in this regard has been signed with the Cement Corporation of India (CCI) according to which the power generated in this plant is proposed to be shared between the NRL and the CCI and the surplus will be supplied to the State or National Grid.

per the strategic tie-up between the two companies, 3,60,000 tonnes per annum of the RPC, likely to be generated at the NRL after its proposed capacity expansion, will be used for generation of power.
“The fly ash and gypsum generated in the combustion process are proposed to be utilised in manufacturing of cement. The proximity of the Bokajan unit of the CCI from the location of NRL’s refinery provides the advantage of cheap rail transportation cost for both entities. This possible synergy will be economically favourable to both the companies and will benefit the region as a whole,” said a statement from the NRL.
Another MoU was also signed with Dhamra Port Company Limited (DPCL) for import of crude oil and LPG.
The tripartite memorandum among Dhamra Port Company Limited (DPCL), NRL and Bharat Petroleum Corporation Limited (BPCL) was signed for carrying out a techno-commercial feasibility study for putting up bulk crude oil import facilities by the NRL as well as bulk LPG import facilities by the BPCL to meet the demand in eastern India at Dhamra Port in Odisha in the country’s east coast.
Both the memorandums were signed at New Delhi. “The proposed crude oil pipeline route of about 1,338 km length to traverse through the States of Odisha, West Bengal and Assam has already been identified and the detailed survey for construction of the same is in progress. As per the MoU, the DPCL will build the required jetty facilities along with associated infrastructure for unloading of bulk crude oil and bulk LPG carrying ships at Dhamra Port at their own cost, whereas the NRL will construct the bulk crude oil storage facilities as well as crude evacuation facilities through the pipeline at Dhamra Port,” added the statement.
