The Railway Board slashed infrastructure targets for South Western Railway (SWR) Zone, proposed last month by more than 50 per cent employees after top officials made it clear that the targets proposed were unrealistic to meet.The zone has now been mandated with laying 189 km of doubling lines and 49 km of new lines for the present fiscal. 
The new lines include 19 km of railway lines being laid at the Baiyappanahalli coaching terminal. The board, in a marathon meeting on April 17, chaired by the Railway Minister and top Board officials, proposed 349 km of doubling lines and 107 km of new lines for SWR. Speaking to The New Indian Express, Chief Administration Officer (Constructions) of SWR KC Swami said, “We made it clear that the targets proposed for the zone earlier are highly unrealistic and a reasonable target is required. The board has considered our request and has set us new targets recently.”Asked about the reasons why it was impossible to ramp up its doubling work, Swami said, “If it is just the laying of tracks, it is possible. Doubling also involves works like non-interlocking, placing of sleepers and welding of rail which need to be carried out only by specialised RDSO authorised centres. Acquiring land for laying the lines is a time-consuming process.”  
New lines will come up in the following sections- 28 km of tracks along the Gangavathi-Karatagi section of Ginigera-Raichur new line; 12 km of new line in Phase-I of Baiyappanahalli coaching terminal and 9 km in its Phase-II.
The new doubling sections proposed are: Lachyan-Hotgi (33 km); Doddaballapura-Makalidurga (15 km), Harihar-Devargudda (31 km) and Karadi-Ammasandra (17 km). In addition to it, the sections to be carried over from the previous year are: Tumakuru-Gubbi (18 km); Davangere-Harihar (13 km); Ghataprabha-Chikkodi (15 km); Mulvad-Jammal (13 km); Yelahanka-Doddaballapura (21 km), Tolahunase-Davangere (10 km).   The targets set for its commercial earnings and passenger occupancy are nominal, another top official said.

BENGALURU: Another major doubling stretch between Bengaluru and Hubballi has been declared fit to run trains. The Commissioner of Railway Safety (CRS), Southern Circle, on Friday gave the authorisation to the South Western Railway (SWR) Zone to run trains at 90 km per hour on the newly completed line between Chikkajajur and Tolahunse along the Tumukuru-Hubballi section.

Speaking to The New Indian Express, Chief Administrative Officer (CAO), Constructions, SWR, K C Swami said, “The CRS inspection was carried out on October 24. We received the authorisation to run trains on November 2. We are looking at running trains from mid-December as works related to the yard still need to be completed.” Trains will run along the Arsikere-Karadi section by the end of November, Swami added.
“The completion of these two stretches marks the completion of 73 km out of the total 287 km between Bengaluru and Hubballi for which doubling work is being undertaken,” he said. “The line capacity will improve which would mean that more trains can be run on these lines in future. At present, the crossings the trains take to give way to incoming trains due to the presence of a single line can be done away with these two stretches,” Swami added.
The punctuality along these sections is set to improve but the blocks undertaken to carry out works on the remaining stretches will counter the benefits gained right now, he added.“The running of more trains is possible only when the entire track between Bengaluru and Hubballi stands doubled. So until the remaining 214 km too is completed, the real impact will not be felt,” the CAO added.
Along this route, the portion was doubled between Bengaluru and Tumukuru, between Karadi to Arsikere last month and Chikkajajur to Tolahunse now. The stretches between Tumukuru and Karadi as well as Tolahunse to Hubballi are yet to be doubled.

The Commissioner for Railway Safety has given the green signal for operation of trains on the 36 km new railway track between Arasikere and Karadi section of the Mysuru Railway Division.
While no new trains will be introduced immediately, the doubling of this section is set to improve the punctuality of trains running between Bengaluru and Arasikere, Bengaluru and Hubballi as well as between Araisikere and Hubballi as trains can be run on both rail lines in future.

Built at a cost of nearly Rs 360 crore, this forms one part of the 96-km Arasikere-Tumukuru route which will be doubled in the next three years at a cost of Rs 960 crore.
“We will still need to carry out some works in the railway yard before we operate the trains. As of now, there is no point in running new trains unless the entire doubling project is complete. However, congestion will definitely be relieved and the speed of trains can be enhanced along this route, thereby improving the punctuality of the existing trains,” he said.
One portion between Arasikere and Hubballi, a distance of 37 km between Chikajur and Tolahunse will be ready for inspection by October-end, he said.
Top railway officials of the Mysuru Railway Division, as well as South Western Railway officials, did not have any information on how many trains were running between different points. Altogether, 49 trains run between Bengaluru and Arsikere and this includes 10 passenger trains while 30 trains run between Bengaluru and Hubballi, according to India Rail Info website.

“In all probability, the stretch may be thrown open for traffic by the end of September or early October and the doubling work on the entire section between Arsikere and Tumkaru was likely to be completed by March 2019, ahead of the originally planned schedule of around 2020’’, said the officials.
Expenditure
Once the Arsikere-Karadi section is completed, the authorities will expedite the works on the Karadi-Tumakuru stretch. The cumulative expenditure incurred so far is nearly Rs. 399 crore, the physical progress on the entire stretch is 65 per cent and the project was being implemented by the Railways on a non-cost sharing basis.
The Arsikere-Karadi stretch is on the Bengaluru-Hubballi line spanning 478 km of which 400 km is in the Mysuru railway division and the rest in the Bengaluru railway division. As it constitutes the main trunk route for Karnataka, the entire stretch is being doubled.
Large gaps
While the doubling work on the Bengaluru-Tumakaru section and Arsikere to Chikjajur is over, there are large gaps between Chikjajur and Hubballi spanning nearly 190 km, the work on which was still in progress. The State government had contributed almost two-thirds of the cost of the Mysuru-Bengaluru track doubling and electrification works but the current project is being fully funded by the railways.
Emphasising the importance of the completion of this stretch, the sources said this is a major bottleneck and commissioning the 36-km stretch for traffic will ease the path considerably.
Officials said if the Bengaluru-Hubballi stretch was fully doubled, it would reduce the commuting time from the current 8 hours to around six hours to six-and-a-half hours. It will also help ease the path for freight movement and shore up the earnings of the division and the SWR zone.
