As the central government looks to expand runs of its much-talked-about Kisan Rail — started a few months back for transporting agricultural commodities —it could draw lessons from a similar experiment in transporting farm goods launched a few years ago.
Experts say though the project looks promising on paper and the initial trips have been fairly successful, just running wagon and coaches filled with fruits and vegetables won’t be enough.
According to them, the transportation has to be supplemented with proper back-end and front-end support. This support has to be in
the form of sorting and grading facility, pack-houses, efficient distribution through refer vans and other channels at the destination station.
All these will ensure that goods quickly reach the consumers with minimal damage. Or else, the project may achieve limited success. The total logistical cost for a transporter, which includes handling cost from farm to warehouses, then to the rail heads and to the final destination, also needs to be competitive compared to other modes of transport. This will make Kisan Rail successful and worthwhile, they said.
In the recent past, Kisan Rail has been the second attempt by the Centre to run specially dedicated trains for carrying agriculture goods, mainly perishable items. A few years back, an almost similar experiment was launched by the agriculture ministry to run fully-loaded refrigerated containers to transport perishables, protein and milk, among others, from one part of the country to another, with a private partner.
Called, the ‘Horti Trains’ (short-form for Horticulture Trains), officials who were part of the project that was started in 2012-13 on an experimental basis, say that the idea was to involve private logistics players called Private Container Train Operators (PCTOs) in the running of these trains.
These operators were required to pay an upfront licence fee and rent to run trains. IIT-Kharagpur was asked to design the refrigerated containers for the special trains. However, one basic flaw which several experts pointed out was that the locomotive for such trains was to be provided by the Indian Railways along with the transportation schedule. This sometimes lead to delay in execution. During the planning stage, a dispute also arose as to whether these trains could pick up and drop containers on-route or all containers needed to be fully loaded at their station of origin and emptied at the destination.
“Imagine a train having almost 90 containers filled with bananas reaching a city like Delhi suddenly. The markets will obviously crash, leading to losses for everyone in the value chain,” Pawanexh Kohli, former chief executive and advisor to India’s National Centre for Cold-chain Development (NCCD), said.
According to some studies, in Delhi 11,600 tonnes of banana, 18,600 tonnes of tomato, 23,500 tonnes of onion and 54,000 tonnes of potato are consumed every month. None of them are produced in the capital and have to be transported from neighbouring or distant places.
Kohli said several containers ran empty while rent for the entire rake had to be paid. This was of no value either to the shipper or the final buyer of the products. Finally, after several twists and turns, the project was abandoned in 2016.
The newly-launched Kisan Rail is structurally and fundamental different from the Horti Trains.
The Kisan trains are run and operated by the Indian Railways and secondly, unlike private refrigerated containers, Kisan Rail, is meant to transport a variety of fruits and vegetables with a 50 per cent subsidy. This is provided by the ministry of food processing.
At present, three Kisan rails have started on a weekly basis while a fourth one from Nagpur and Warud Orange City (Maharashtra) to Adarsh Nagar, Delhi, is being planned.
“The Kisan Rail is an excellent initiative for small farmers who produce vegetables or other perishable goods with limited shelf life. When an opportunity like this is presented to the small holders, they can get easy access to moving their agriculture produce from villages to metro cities. They will surely benefit from it,” said Sanjay Borkar, chief executive officer (CEO) and co-founder of FarmERP, a smart agriculture management ERP software platform.
The railways has always been transporting a variety of food items, but its share in transportation of perishables such as fruits and vegetables is among the lowest in all commodities.
Road is the preferred mode for shippers and aggregators of fruits and vegetables. A big reason for this is the time taken to move goods, which the Kisan Rail seeks to address. According to a study done by the erstwhile Planning Commission on the transportation systems in the country, less than 3 per cent of fruits and vegetables that move in the country in a given period is through railways while the remaining 97 per cent is through road.
For non-perishable food items such as sugar, wheat and rice, the share of Railways according to the study was at 30 per cent for wheat, 32 per cent for rice and 24 per cent for sugar and khandsari.
“Farmers’ produce largely travels through road as it is cost-effective. Therefore, factors such as handling cost will need to be looked at for Kisan Rail. It also needs to be seen whether the return cargoes are coming booked or not. All these need to be carefully analysed before arriving at any conclusion,” said Jagannarayan Padmanabhan, director, CRISIL Infrastructure Advisory.

Shri Nitin Gadkari, Hon’ble Minister of Road Transport and Highways, Micro, Small, and Medium Enterprises, Government of India flagged off the inaugural run of Orange Kisan Rail from Nagpur to Adarsh Nagar Delhi today (Through Video link). Dr. Nitin Raut, Hon'ble Minister of Energy, Maharashtra and Guardian Minister, Nagpur, Hon’ble Members of Parliament Dr. Vikas Mahatme, Shri Ramdas Tadas and Shri Krupal Tumane along with Shri Sandip Joshi, Hon’ble Mayor Nagpur and Shri Vikas Thakre, Hon’ble Member of Legislative Assembly graced the function through video link. Shri Sanjeev Mittal, General Manager, Central Railway welcomed the dignitaries and presented the welcome address.
Shri Nitin Gadkari, while speaking o­n the occasion said that with the introduction of Orange Kisan Rail the transportation cost will
be reduced drastically which will be beneficial to farmers. He further appreciated the efforts taken by Railways at the initiative of Hon’ble Minister of Railways Shri Piyush Goyal.
Hon’ble Members of Parliament Dr. Vikas Mahatme, Shri Ramdas Tadas and Shri Krupal Tumane have also spoke o­n the occasion.
Shri Somesh Kumar, Divisional Railway Manager, Nagpur Division gave vote of thanks. A small film o­n Kisan Rail was also shown o­n this occasion.
The Kisan Rail – Background
As announced in the current year’s Budget to start “Kisan Rail” in order to provide a seamless supply chain of agricultural and perishable produce, the Ministry of Railways has introduced the first Kisan Rail to run from Devlali to Danapur o­n 07.08.2020. This train further from Danapur extended upto Muzaffarpur and also increased frequency from weekly to 3 days in a week as a result of good response from the farmers taking advantage to send their produce to the distant places of Northern India.
In this sequence, the second such Kisan Rail started o­n Central Railway. The details of the inaugural run of Orange Kisan Rail were as under-
Train no 00101 Weekly Kisan Rail Nagpur dep at 18.00 hrs arr Adarsh Nagar Delhi at 15.40 hrs next day. Inaugural Orange Kisan Rail left at 18.10 hrs o­n 14.10.2020.
Train no 00102 Weekly Kisan Rail dep Adarsh Nagar Delhi at 10.00 hrs o­n 16.10.2020 arr Nagpur at 04.40 hrs next day.
The regular service of Orange Kisan Rail will be notified in due course.
This train will have 10 parcel vans and o­ne luggage cum brake van.
This Kisan Rail covers a distance of 1106 kms approx. in 20 hrs o­n a single trip. Train will halt at Katol, Narkhed, Pandhurna, Betul, Itarsi and Jhansi.
The Nagpur city and surrounding areas in Vidarbh region are famous for Oranges and other agro products for which there is a huge demand. The Kisan Rail will provide a good market to the farmers of Vidarbh region for their produce. Aggressive marketing is being done by Central Railway in co-ordination with local farmers, businessmen and APMC so that maximum farmers can benefit.

Keeping alive the interests and fulfilling the aspirations of farmers, second rake of Kisan Rail has started from Anantapur Station at the early hours of today i.e., o­n 20th September, 2020 to reach Adarsh Nagar Station, New Delhi. The Kisan Rail is expected to reach New Delhi o­n the following day i.e., 21st September, 2020. Within a short span of 10 days period after its inaugural run, Farmers and traders of Anantapur District showed keen interest to offer loading and subsequently the 2nd Kisan Rail was loaded with 262 tonnes of agricultural produce consisting of 239 tonnes tomatoes & 23 tonnes of fruits like Papaya etc. Out of 12 Parcel Vans in the train, 3 Parcel Vans consisting of 67 tonnes of tomatoes are bound to Nagpur, while the rest will be unloaded at Adarsh Nagar station, New Delhi.
Indian Railways has been taking several steps to fulfil the vision of our Hon’ble Prime Minister Shri Narendra Modi ji to double the income of the farmer society. Majorly, an announcement was made in Union Budget 2020-21 about operation of Kisan trains and accordingly, Kisan Rails were started. As part of it, South India’s first Kisan Rail was started by South Central Railway from Anantapur Station with horticultural products and the train was flagged off by Hon’ble Union Agricultural Minister & Hon’ble Chief Minister of Andhra Pradesh State o­n 9th September, 2020.
The horticultural products of Anantapur District are very much relished by the people of Northern parts of the country. Farmers of the Anantapur District have got an advantage in the form of Kisan Rail that shall reach the destination Station, New Delhi within 40 hours, which otherwise would take days together in other modes of transport.
Railway Officials of Guntakal Division were in constant touch with State Government Officials, farmers and traders and assured that full support will be extended to farmers and traders to transport their products through Railways. With their sincere efforts, Farmers could make it possible and they came forward to offer loading for second Kisan Rail bound to New Delhi. The positive intervention of Anantapur District Collector and the assurance to the farmers was an added advantage. As per the requirement of the farmers who wished the Kisan Rail to reach New Delhi by Monday afternoon to claim the advantage of favourable market conditions, Railway Officials have planned accordingly and placed the second Kisan Rail for Loading o­n Saturday and subsequently departed at 01.00 hrs of today.
Shri Gajanan Mallya, General Manager, South Central Railway has expressed his happiness o­n the efforts of Guntakal Division Officials which helped in successful loading of Kisan Rail in a row within 10 days period. He also advised the farmers and traders to take the advantage of Kisan Rail in the ensuing harvest season, while assuring the maximum support from Railways side.

कोरोना के खिलाफ जंग में रेलवे भी अपनी तरफ से भूमिका निभा रहा है। स्टेशन पर लगाए गए कोविड केयर कोच में मरीजों का इलाज किया जा रहा है। शकूरबस्ती स्थित कोविड केयर कोच में अभी तक 324 मरीजों का इलाज किया गया है। हालांकि इसके अतिरिक्त अन्य स्टेशनों पर कोविड केयर कोच खाली है। 
रेलवे का कहना है कि मरीजों की बढ़ती संख्या को देखते हुए रेलवे हर पल अन्य स्टेशनों पर भी इस सुविधा देने के लिए तैयार है। दिल्ली सरकार की तरफ से आदेश मिलते ही कोरोना मरीजों को आनंद विहार समेत अन्य स्टेशनों पर लगे
कोविड केयर कोच में सुविधा दी जाएगी। उत्तर रेलवे के महाप्रबंधक राजीव चौधरी ने बताया कि दिल्ली के रेलवे स्टेशनों पर 8 हजार मरीजों की देखभाल करने के लिए पांच सौ से अधिक कोविड केयर कोच लगाए है। शकूरबस्ती रेलवे शेड में मरीजों की देखभाल की जा रही है। इसी तरह 503 आईसोलेशन कोच दिल्ली क्षेत्र के 9 अलग-अलग स्थानों नामत: आंनद विहार टर्मिनल, शकूरबस्ती, दिल्ली सराय रौहिल्ला, दिल्ली सफदरजंग, दिल्ली शाहदरा, आदर्श नगर, दिल्ली छावनी, बादली और तुगलकाबाद पर लगाए गए हैं। सभी जगह एंबुलेंस की भी तैनाती की गई है।  आईसोलेशन कोच में भर्ती रोगियों को स्वास्थ्यकर तथा गुणवत्ता वाला खाना दिया जा रहा है। खानपान सेवाओं के प्रति पिछले दिनों मरीजों से ही फीडबैक लिया गया था। सभी मरीजों ने सकारात्मक प्रतिक्रिया दी थी। चौधरी ने बताया कि नई दिल्ली स्थित केंद्रीय रेलवे अस्पताल में डॉक्टरों की टीम प्लाजमा भी संग्रहित कर रही है। कोरोना संक्रमण के बाद ठीक हो चुके रेल कर्मियों से भी अपील की जा रही है कि वह ज्यादा से ज्यादा संख्या में प्लाजमा डोनेट करे ताकि अन्य मरीजों की जान बचाई जा सके।

कोरोना के दौरान खाद्य सामग्री, दवाएं, चिकित्सा उपकरण आदि की उपलब्धता के लिए रेलवे ने पार्सल ट्रेनों की सुविधा बढ़ा दी है। विजयनगरम- नई दिल्ली -आदर्श नगर दिल्ली- विजयनगरम के बीच तीन फेरों के लिए पार्सल एक्सप्रेस ट्रेन चलाई जा रही हैं। विजयनगरम- आदर्श नगर दिल्ली पार्सल एक्सप्रेस ट्रेन 23 अप्रैल को विजयनगरम से 7ः30 बजे रवाना हुई। यह रायपुर 16ः45 बजे, उसलापुर 19ः15 बजे, अगले दिन 14ः20 बजे नई दिल्ली एवं 15ः00 बजे आदर्श नगर दिल्ली पहुंचेगी। इसी तरह 25 और 27 अप्रैल को चलेगी। यही गाड़ी आदर्श नगर दिल्ली से 25, 27 एवं 29 अप्रैल को 23ः30 बजे रवाना होकर उसलापुर 21ः00 बजे, रायपुर 23ः15 बजे, अगले दिन 8ः30 बजे विजयनगरम पहुंचेगी। यह गाड़ी टिटलागढ़,
लखोली, रायपुर, उसलापुर, न्यू कटनी, कटनी मुडवारा, झांसी, ग्वालियर, आगरा कैंट, नई दिल्ली होते हुए गंतव्य तक पहुंचेगी ।
दूसरी तरफ कल्याण से चांगसारी के बीच ट्रेन चलाई जा रही है। यह 24 अप्रैल को कल्याण से 20ः30 बजे रवाना होकर 25 अप्रैल को 15ः30 बजे दुर्ग, 19ः00 बजे बिलासपुर, 27 अप्रैल को चंगसारी स्टेशन पहुंचेगी । चंगसारी से 27 अप्रैल को 23ः30 बजे रवाना होकर 29 अप्रैल को 8ः30 बजे बिलासपुर, 11ः00 बजे दुर्ग होते हुए 30 अप्रैल को 7ः30 बजे कल्याण पहुंचेगी। यह कल्याण, इगतपुरी, भुसावल, बडनेरा, नागपुर, दुर्ग, बिलासपुर, झारसुगुड़ा, टाटानगर, मालदा टाउन होते हुए गंतव्य तक पहुंचेगी।
